Attention! The Verkhovna Rada adopted a law on combating coronavirus

The Verkhovna Rada adopted bill No. 3219 “On amendments to some legislative acts of Ukraine aimed at preventing the occurrence and spread of coronavirus disease (COVID-19).”

The law defines the procedure for introducing quarantine, strengthening the control of entry and exit into Ukraine, the procedure for forced isolation and self-isolation.

The document also provides for the procurement of goods, works and services without applying the procedures provided for by the Law of Ukraine “On Public Procurement” for the ability to quickly respond to the situation.

The document exempts from import duties and VAT on medicines and medical devices that are purchased to prevent and combat coronavirus infection. The law also provides for the possibility of one hundred percent prepayment for goods, work and services that are purchased to prevent and combat COVID-19.

In accordance with the new law, the Cabinet of Ministers must control the prices of medicines, medical supplies and socially significant goods.

The law provides for the possibility of the population working remotely in quarantine. The document also prohibits the conduct of state surveillance and control measures for the duration of the activities related to the prevention and control of coronavirus. It is noted that a separate article of the law provides for criminal liability for violation of sanitary standards.

The law also prohibits the cancellation of a certificate of registration of internally displaced persons. The ban is valid for 30 days.
