Restoration of the M14 road is to be implemented under the First Public-Private Partnership Program in the Road Industry
The Public-Private Partnership Program in the road industry, a joint project of the Ministry of Infrastructure of Ukraine, State Road Agency of Ukraine, the World Bank and the International Finance Corporation in Ukraine, was presented on October 29, 2020.
Six road sections have already been selected for potential pilot PPP projects which will be implemented under the First Public-Private Partnership Program in the Road Industry:
– Kharkiv-Dnipro-Zaporizhzhia (M-29, M-04, M-18)
– Boryspil-Poltava (М-03)
– Kherson-Mykolaiv (М-14)
– Kiev-Zhytomyr-Rivne (М-06)
– Yahodyn-Kovel-Lutsk (М-07, М-19)
– Dnipro-Kryvyi Rih-Mykolaiv (M-04, H11).
They were also presented to 310 participants from 43 countries of the world and 38 companies of potential investors within the event.
This mechanism provides for private investor financing for restoration and long-term maintenance of selected road sections. Depending on the project, the initial road restoration may include both repair or reconstruction with expansion of existing roads and construction of new sections, for example, for bypassing settlements. Upon completion of the initial work, the private investor will receive an operational readiness fee – a contractually agreed amount that is contingent upon the meeting certain performance standards (KPIs) and technical requirements.
